The Idaho State Snowmobile Association is led by a team of volunteers who share one mission — to protect, promote, and preserve snowmobiling across Idaho. From managing statewide initiatives to representing local clubs and riders, our leadership team works year-round to ensure continued access, safety, and growth for the sport we all love.
Each member of our board brings unique experience and dedication to the table. Get to know the people behind the ISSA — and feel free to reach out to any of them with questions, ideas, or concerns.

Meet The Team

Scott Chapman - President
Scott was born and raised in Jackson, Wyoming. His parents began taking him snowmobiling in the late 1960s at about age 3. By age 7 he was riding by himself on a 1971 Skidoo Elan 250 at the Potholes in Grand Teton National Park, and eventually transitioned to his passion of backcountry snowmobiling on Teton Pass at about age 11. After moving to Boise and going 3 long, grim years without snowmobiles, he bought 2 new Polaris RMKs in 1999. In 2004 he co-founded Snowmobile Alliance of Western States (SAWS) with a friend from Washington after becoming aware of constant attacks on riding areas on OUR public lands all over the West. SAWS worked directly with ISSA, which included creating the Western States Chair board position in 2011, of which Scott is the only person to hold this position. Today, Scott enjoys riding with his wife and friends all over the West.

Matt Ruhnke - Region II
​My name is Matt Ruhnke, 27 years old and I am the Region 2 Rep in the North Central portion of Idaho. I live in Grangeville Idaho, which is where I grew up riding snowmobiles and exploring the mountains in all 4 seasons of the year. In the off season, I enjoy dirt biking, hunting, flying airplanes, and spending time with family. I am very passionate about the outdoors because it is where I enjoy all of my time off and where most of my memories as a kid were made. Because of this, I got involved with the ISSA, hoping to continue the efforts in fighting to keep our lands open for us today and the future generations to come!

Justin Harrison - Region IV
Born and raised in Northern California. However, my mother was born in Cottonwood ID and Grandmother "Ninny" was born in Kooskia or Kamiah, I can never remember which. Great Grandma came in to Idaho in a wagon, late 1800s. I lived in small communities ranching and farming. From a one room school, to high-school, where 4 towns added up to 25 clasmates. I moved to the Big Sky state my senior year to be near my mom. Spent some time shooting in Junior Olympics. Competed against Olympic medalists. Graduated HS in Missoula. I then moved to see the big city, San Diego. College and working on restoring Model A Fords. Lived on the beach for a while. Surfed 200 days one year. Man that was the life! Snowmobiling was as far from my mind as it could possibly be back then. Some of my ranching friends had sleds in my teen years, we were a bit too poor for them then. After a few years in SoCal, the mountains were calling. I moved in with friends in Mountain Home, then to Boise. New friends lived for sledding, 1994 Arctic Cat 580 EXT, fuel injected, was my first new ride. I can remember riding all day, refueling, and riding till midnight. Kids came, sleds went, the void was supplemented by skiing while I worked at Bogus Basin year round. Fast forward to the last decade. Riding old machines, trading up as I fixed them. Previous president of the Boise Snowmobile club. Currently Vice President. Current board member of the Idaho State Snowmobile Association. HOA President. Lifetime appointment to the Canyon county waterways committee. Caldwell Executive airport advisory board member. Member of multiple Flying and Snowmobiling clubs.
Now riding newer SkiDoos. Traveling to sled when friends are free for a few days. Canada, Wyoming, Montana and Oregon. Created a few safety shelters, with another one on the way. I'm very proud of all the efforts from our club. BSC has made great strides promoting community and education for Snowmobiling. I look forward to riding all year long. Some of the greatest moments of beauty and solitude have come from riding the mountains of Idaho. I love this place.

Jamie Lucia - Region V
I was born and raised in Pocatello, Idaho. Graduated from Highland highschool in 1998. After graduating I moved to Twin Falls and went to CSI and graduated from there with my Equine Science and Associates in Ag business degrees. Later moved to Gooding, Idaho. I have a 16 year old daughter who is very active in raising, breeding and showing dairy cattle all across the U.S. as well as involved in 4-H and FFA.
I spend my summers chasing my daughter on the show circuit and my winters on snowmobiles.
I have been snowmobiling for about 20 years. The last 6 years have been nothing short of amazing in the sport. I am a member of the Northside Snowriders and Magic Valley Snowmobile clubs. I love the sport of snowmobiling and what all it has to offer. Snowmobiling has a way of bringing so many people together and creating so many lifetime friends. I became involved in ISSA about 7 years ago when my local club joined them as a state club. I attended my first state convention in 2020 haven’t missed one since. 5 years ago I went out of my shell and attended an all ladies ride in Stanley, Idaho and my passion for riding and encouraging the ladies of the sport has grown. Ladies when you think you can’t do it trust me you can and there will be a bunch of ladies you most likely just met right behind you to help you out.
